Schoharie residents approve budget, bus purchase and capital project propositions and elect two to Board of Education

On May 16, Schoharie Central School District residents voted 389 to 143 to approve a proposed $23,415,819 budget for the 2017-18 school year, which is a 73 percentage of approval.

District residents also approved:

 - A capital renovation and reconstruction project proposition by a vote of 375 to 156, a 71 percentage of approval;

- A proposition to establish capital reserve fund to cover the local share of the cost of the project using the district's available fund balance, by a vote of 397 to 133;

- A proposition to purchase four school buses as part of the district's ongoing bus replacement program by a vote of 405 to 128.

District residents elected John Florussen and Laraine Gell to fill two open seats on the Board of Education.

Florussen will serve on the board effective immediately to finish the current term being served by Karen Olewnick, who was appointed last fall to fill a vacancy created when James Bleau resigned from the board after moving out of the district, and to then serve a three-year term beginning July 1, 2017.

Board of Education adopts proposed 2017-18 budget

The Schoharie Central School District Board of Education adopted a proposed $23,415,819 budget for the 2017-18 school year at their April 11 meeting.

A public hearing was held on the proposed budget on May 9, and it will be voted upon by district residents on May 16.

The proposed budget calls for an increase of 2.31 percent ($528,762) over the current school year’s budget and contains a tax levy decrease of $15,504 (0.19 percent), which conforms to the district's tax levy limit (cap). This means approval of the budget requires a simple majority vote of 50 percent plus one.

The budget would continue to fund improved curricula in English language arts, reading and math for grades K-6. Funding would also be provided for a specialized reading intervention program for students in grades 4-8.

The proposed budget reflects a state aid increase of $251,771 (2.29 percent) over the current fiscal year. The amount allocated from available fund balance would be $1,578,499, which is the same as for 2016-17.

Adjustments in employee salaries and benefits per negotiated agreements account for most of the increase over the current year's budget. The proposed budget would also cover changes in day-to-day costs of operating school buildings and providing transportation and special education services.

School tax rates, which determine the amount of money property owners pay per $1,000 of assessed value, will be set in August after the district receives town property assessments and state equalization rates.

Elections and propositions

In addition to voting on the proposed budget on May 16, district residents will elect candidates to fill two open seats on the Board of Education and will consider propositions to authorize the district to purchase four replacement school buses, establish a capital reserve fund and undertake a capital project to renovate and reconstruct the high school and renovate the elementary school.

Residents to vote on bus purchase proposition

A proposition on the May 16 ballot will ask voters to consider authorizing the purchase of four replacement school buses—two 66-passenger buses, one
30-passenger bus and a minivan—at an overall cost not to exceed $305,000.

If the proposition is approved, the district would receive approximately
73.2 percent of the purchase price in state aid over a five-year period to reduce the cost of borrowing. READ MORE

Local residents including parents, current high school students, staff and alumni shared their ideas and feedback with the Schoharie Board of Education at the 2017 Community Budget Forum the evening of Feb. 27.

Absentee ballots are available

The 2017-18 school year budget vote will be held at all of the state's school districts on May 16, 2017. Absentee ballots are available for those people who are not able to make it to the lobby of the Schoharie Jr./Sr. High School library lobby to vote on the budget (polls are open from 9 a.m. to 9 p.m.).
