Annual Professional Performance
Review (APPR) Plan

The state’s teacher and principal evaluation law requires each classroom teacher and building principal to receive an Annual Professional Performance Review (APPR). The law requires districts to develop a plan for conducting these reviews, which must then be approved by the Commissioner of Education.

Obtaining Teacher/Principal APPR Scores

New York State Education Law requires each classroom teacher and school principal to receive an annual professional performance review (APPR) that results in a composite effectiveness score and rating. All parents/guardians have the right to obtain the APPR quality ratings and composite effectiveness scores for their child’s current teacher(s) and principal(s) once they are available. To initiate this request, please contact your child’s principal in their corresponding school.

Teacher Qualifications (Every Student Succeeds Act – ESSA)

Schools are held accountable for several indicators, including academic performance, English language proficiency, and absenteeism. High schools are also held accountable for graduation rates. 

These measures are evaluated at the school-wide level, and also among sub-groups, such as by racial identity, disability and income level. Based on these indicators, all schools receive one of the following designations: 

  • Comprehensive Support and Improvement (CSI) refers to schools experiencing low overall performance across all student groups. 
  • Additional Targeted Support and Improvement (ATSI) applies to schools that had been identified as TSI in the 2018-19 and/or 2021-22 school years, and schools identified for TSI in the 2019–2020 school year were newly identified for ATSI if the subgroup met the same scenarios used to identify schools for CSI.
  • Targeted Support and Improvement (TSI) applies to schools or districts with specific subgroups of students experiencing low performance.  
  • Local Support and Improvement (LSI), formerly Good Standing, indicates that all students are meeting expectations for performance.

Professional Development Plan

The Schoharie Central School District recognizes the importance of the knowledge, skills and professional commitment of our teaching staff to the success of our students. We understand the importance of ongoing professional growth and development. We recognize that successful professional growth and development requires a commitment to maintain the highest professional standards. The primary responsibility for professional growth and development is that of the individual staff member. The District, however, has an obligation to make professional growth and development opportunities available.
