II. Strategic Technology Planning
1. What is the overall district mission?
Learning is the mission of Schoharie Central Schools. The successful completion of this mission depends on the sincere efforts of all those involved in the educational process: students, staff families and community. With emphasis on the value of acquiring and using knowledge for the betterment of both the individual and society. Students should graduate as self-confident, conscientious contributing individuals who will continue as lifelong learners.
2. What is the vision statement that guides instructional technology use in the district?
Technology is seamlessly integrated in most of modern life, as a result, technology integration at Schoharie Central Schools should be seamless as well. Technology integration will be guided by NYS standards and other national standards initiatives. The technology will be used to support our positive learning environment so that each child is prepared for success in college, career, and citizenship. Students will be prepared to adopt new technologies as they develop and utilize them to further their lifelong learning.
3. Summarize the planning process used to develop answers to the Instructional Technology Plan questions and/or your district comprehensive Instructional Technology Plan. Please include the stakeholder groups participating and the outcomes of the instructional technology plan development meetings.
The district technology committee meets regularly to discuss technology related issues, including infrastructure, equipment, software, professional development, staffing needs, Smart Schools Initiatives and policies. The committee includes representatives from the administration, faculty, IT staff, library media specialists, students, and parents. A BOCES Technical Account Manager participates in monthly committee meetings. The Technology Planning Committee works closely with the Continuing Teacher Leader Education (CTLE) Committee, the District Leadership and Business Office team, and Elementary School and High School department chairpersons to ensure plans can be integrated into the classrooms at all grade levels. The Committee has reviewed the final draft of the 2022-25 Technology plan and gave important input, which was used for the submission of the updated plan. The Technology Committee meets quarterly on the 4th Tuesday of the month and additionally, as needed (i.e. additional meetings to complete the 2022-2025 Technology Plan submission) to discuss topics that include but, are not limited to: level of district support needed through NERIC/Capital Region BOCES, new device distribution for students/staff, device case purchases, reduction of energy consumption best practices, iPad vs Laptop for K-5 students, 2022-2025 Technology Plan submission, cybersecurity, DPO updates and next steps, NERIC CTS updates, inventory best practices for K-12 devices for students/staff, etc.
4. How does the district’s Instructional Technology Plan build upon, continue the work of, and improve upon the previous three-year plan?
The district’s Instructional Technology Plan will build and continue to improve upon our previous three-year plan in many ways. First, the district will continue to provide professional development for our instructional staff. Next, the district will continue to build-upon and also maintain at a high level the technology-enhanced, culturally- and linguistically-responsive learning environments to support improved teaching and learning. The district will adopt the latest security recommendations, and follow the guidance of our local BOCES with regard to sustaining a robust, secure network to ensure sufficient, reliable high-speed connectivity for learners, educators, and leaders.
5. How does the district Instructional Technology Plan reflect experiences during the COVID pandemic?
The district’s Instructional Technology Plan reflects the many experiences that were encountered during the pandemic. Online learning options and the cloud management of devices and users will provide support and learning opportunities for both in-district and out-of-district students and staff. With regard to parent and community stakeholder engagement the district will work with community members to ensure that funding opportunities are made readily available when needed. The district will invest in more-mobile-type devices and move away from stationary devices. In terms of instructional changes, instructional staff will utilize Google Classroom and Schoology to provide remote learning opportunities for students.

DISTRICT GOALS AND PRIORITIES GOAL 1: We will continue to increase the authentic engagement of ALL parents in the education of their children, and reach out to ensure all students are advocated for and provided an opportunity to learn and thrive. We will continue to establish a culture of trust and teamwork provided our families, faculty and staff. We will continue to provide parents with an increased “voice” through open, honest two-way communication.
GOAL 2: We will to make strides and invest in our workforce through meaningful, sustained professional development and helpful informative feedback on their performance.
GOAL 3: We will continue to maintain financial sensitivity to the needs of taxpayers in the district and provide fiscal excellence and stability.
GOAL 4: Schoharie High School graduation rate will be 100% and all students will demonstrate mastery in the nine graduation competencies.
GOAL 5: Establish and maintain a positive school climate and culture at the elementary and secondary level.
GOAL 6: Continue to provide training opportunities to increase our staff’s ability to integrate instructional technology and to enhance student engagement and achievement.

The district will continue to provide access to training and support to enable teachers to seamlessly integrate technology into their classroom to help their students achieve academic success.

Our district will provide staff with self-paced and content-specific professional development opportunities that utilize modernized digital technologies and resources. The district will utilize micro-credentialing that will bring personalized instruction to educators, that they can in turn, pass along to their respective students. By aligning personal professional development goals with PD requirements, instructional staff will be empowered to be more purposeful in achieving their goals. In addition, instructional staff will have access to online pathways that will allow them to have control over the time and place that that they receive professional development. Moreover, instructional staff will have input in choosing more meaningful professional development opportunities.
The district will also focus on professional development that will introduce all staff to a common vocabulary of technology integration in the classroom. Instructional staff members will spend at least two (staff development) days analyzing STE NET-S Standards and then self-reflect on how their current teaching practices are meeting those standards. Time was also allotted to allow teachers to adapt lessons/units to better align with the standards.
Goals will be measured in a variety of ways. Principals at both the elementary and secondary levels, working together with the Technology Committee and district administration, will formulate a baseline prior to any training (i.e. during staff development days) and then immediately thereafter, track the application utilization (for example – Smart Notebook) and monitor for an increase in usage. Once analyzed buy building principals, the Technology Committee and district administration, we (district) can determine what grade level, student cohort and/or staff members need additional training and support.

1. What is the goal?
The district will hire a full-time, in-house IT position that will service the Elementary and Jr/Sr. high school, along with the entire district on a daily basis. The full-time in-house IT employee will meet with instructional staff, provide training (PD) on staff development days, attend local/regional/national conferences to bring back best practices ideals, and lead the district Technology Committee to ensure that district goals are being met. The full-time in-house IT position will additionally help to ensure that instructional staff are utilizing the most modernized resources that will best enhance student/staff teaching and learning.

The full-time in-house IT employee will be evaluated by the School Business Administrator (who also oversees District Technology) on a continuous basis. The School Business Administrator will also meet 1x per week with the new full-time IT employee to ensure that communication is at the highest level. The School Business Administrator will also review the IT employee’s evaluations and progress with the Superintendent of Schools. As the School Business Administrator and IT employee meet throughout the year, goal setting for the new (employee) will be established and then constantly re-valuated during weekly meetings and evaluations. As goals are met, new goal setting standards will be established by the School Business Administrator so that constant improvement and new goals are implemented.
The School Business Administrator will evaluate and measure the progress of the new IT employee by ensuring/documenting that the said (employee) is attending professional development opportunities at the local, state, and national level – and presenting the new material/best practices to Schoharie instructional staff on (staff) development days. The School Business Administrator will also, hold accountable/evaluate the new full-time IT employee in terms of providing additional PD opportunities that embody the district goals of micro-credentialing and analyzing STE NET-S Standards.

V. NYSED Initiatives Alignment
1. Explain how the district use of instructional technology will serve as a part of a comprehensive and sustained effort to support rigorous academic standards attainment and performance improvement for students.
Instructional technology will allow students to engage in 21st Century Skills such as critical thinking activities and collaboration, utilizing resources such as the Google suite and SmartNotebook and distance learning. Students will be able to access information using ebooks, online encyclopedias, databases, news sites, and online collaboration with their peers. The utilization of the aforementioned resources will give our students the best opportunity to have success in higher education and/or the workforce upon graduation.
2. Explain the strategies the district plans to implement to address the need to provide equitable learning “everywhere, all the time” (National Technology Plan). Include both short and long-term solutions, such as device access, internet access, human capacity, infrastructure, partnerships, etc.
The use of Cloud resources will give the district the ability to provide a multitude of opportunities to students everywhere and all of the time. Device access will be made available to all students in the short-terms while implementing Cloud resources throughout the district will provide a long-term solution for the management of the devices ensuring equitable learning.
